EPC contracting project undertaken by CEC, 8000t/a Cigarette Paper Project of Hunan Xiangfeng Special Paper Co., Ltd., makes great progress. At present, erection and single machine test are approaching the end, and project enters the start-up phase of water-run and commissioning.
Start-up is a huge system engineering with very high technical requirement. In order to make start-up process in order, job assignment reasonable and effective, problems resolved in time and ensure all process in control, CEC, the owner (Hunan Xiangfeng Special Paper Co., Ltd.) and erection company (China Haisum Construction Co., Ltd.) integrate all resources and establish the united start-up headquarter containing two commanders, one deputy commander and four groups such as administration, operation, technical support and equipment maintenance.
July 8th, 2008 in the afternoon, personnel from CEC, owner and erection company all gathered to participate in the start-up headquarter" establishment and mobilization conference. In the meeting, Mr. Wang Jianming, Vice President of CEC and Director of Project Contracting Department, announced the name list of the start-up headquarters and also elaborate the project personnel arrangement. Mr. Ouyang Haiye, General Manager of Hunan Xiangfeng Special Paper Co., Ltd., made the mobilization and encouragement.
After the meeting, main members, whose positions are above deputy group leader, had an informal discussion in which everyone declared determination of holding the post and working hard together to win full victory of the project start-up.
